Crossrail is the new high frequency, high capacity railway for London and the South East. When the service opens as the Elizabeth Line, trains will travel from Reading and Heathrow in the west to Shenfield and Abbey Wood in the east via new tunnels under central London. More than 10,000 people have been working across 40 construction sites, to build this remarkable railway that will serve 200 million passengers.
Rail for London Infrastructure (RfL-I), a TfL subsidiary, will be Infrastructure Manager (IM) for the central operating section between Paddington, Abbey Wood and Stratford. This means for the first time TfL will operate trains on the UK mainline railway. This exciting step change will require the training of staff to maintain this remarkable railway.

The Training Development Manager is a professional subject matter expert responsible for identifying, planning, developing, recruiting and managing apprentices, graduate and other development schemes within Rail for London (Infrastructure) (RfLI), to enable the mobilisation of a competent workforce and ongoing development of skills thereafter.
Develop, deliver and continuously improve the strategy for the development of RfLI through the use of development schemes, in order to maximise each schemes potential.
Day to day management of development schemes within of RfLI, including supporting placements arrangements and training, to ensure that each individual is fully equipped to succeed, and all activities comply with relevant standards, polices and legalisation (including the Young Persons at Work Act).
Manage the performance of individuals on RfLI development schemes whilst on placements across the business, to ensure that individuals remain on track to successfully complete their scheme.
Manage both internal and external stakeholders (including training providers, sponsors, placement managers, line managers, support teams and HR) to ensure their requirements are addressed and meet the organisations strategies for the development of staff.
Arrange, manage and monitor contracts with suppliers, to ensure they provide outstanding delivery in line with the funding model.
Develop deliver and promote new and existing schemes (including apprentices standards), to meet the changing requirements of the business.
Lead the recruitment of individuals and manage the communication and promotion on to development schemes, to raise the profile and attract high performing individuals.
Support the development of RfL as the Crossrail Infrastructure Managing Company throughout the staged opening of the Crossrail Network, to meet the demands of the Crossrail operating strategy.
A detailed knowledge of apprentice, graduate and other development schemes
Knowledge of developing apprentice standards
Knowledge funding models related to development schemes
Knowledge of standards, rules and procedures relating to the competence management of Safety Critical Work is desirable.
Knowledge of railways or other regulated industries is desirable
Ability to manage challenging situations
Ability to present at all levels within the organisation
Innovative and creative
Interpersonal and organisational skills
IT skills including PowerPoint, Word, Excel, Outlook etc.,
Written and verbal communication skills
Experience in the management of stakeholders – E (Essential)
Experience of managing apprentices, graduate and or other development schemes - E

Experience of working in Learning and Development – E
