As the Operations and Construction Implementation Officer you will be responsible for the end to end process for securing sites for the relocation of Cycle hire stations, securing development funding, planning the programme of work, and delivering the site to the Cycle Hire scheme
Your key accountabilities will include:
As client, identifying appropriate sites for cycle hire relocation, using CAD in designing sites, and managing construction and installation of all cycle hire relocation sites as part of the Surface capital renewals program , giving updates to the Asset Performance and Development Manager when required.
Working in partnership with external contractors, service providers and stakeholders to deliver agreed sites to time and cost
Building and managing relationship with local authorities/boroughs and relevant agencies, developer liaison including finance as well as manage engagement with local stakeholders to facilitate the ability to build further stations.
Establishing and operating effective and structured operational relationships with other internal stakeholders in Cycle Hire, Surface and TfL teams to enable stations to be progressed as per requirements.
Managing commercial and supply chain relationships including writing Contract Change requests/Variation Orders and managing external or matrixed delivery teams as required to ensure successful implementation.
Providing comprehensive and timely advice on infrastructure management issues to the Infrastructure Manager as required
Monitoring the condition and locations of On-street Assets including site visits, stock takes, data capture and analysis using whole life asset management to ensure effectiveness of the scheme for customers
Establishing and operating effective and structured operational relationships with other areas of Sponsored Services, other TfL teams, service providers local authorities/Boroughs and relevant Agencies.
Preparing reports and presentations on asset development for key stakeholders as required to influence decision making.
Assisting with the delivery of in-flight asset development projects and operational activities. Undertaking pro-active action in relation to resolving asset issues and incidents, escalating them to the Cycle Hire infrastructure Manager.
Educated to Degree level or equivalent business experience.
Knowledge of Computer Aided Design (CAD)
Knowledge of outsourcing practices including managing multiple suppliers
Knowledge of Construction Health and Safety standards, Consents and Traffic Management
Detailed knowledge of contracts and commercial priorities in a public sector environment including writing business cases and contract changes.
Knowledge of finance and procurement management during project delivery
Good knowledge of the London Cycle Hire Scheme or a fundamental appreciation of the technical challenges of the scheme including site delivery.
Excellent IT knowledge, including Excel and SharePoint, with particular focus on creating spreadsheets and graphs to interpret and communicate statistical data
Excellent IT skills including Excel and SharePoint
Strong project management skills, able to deal with complex transport projects
Excellent design (CAD), construction and delivery skills, ideally in a transport context
Highly motivated with the ability to motivate and encourage other agencies to work alongside TfL to deliver projects
Excellent report writing skills, particularly experienced in conveying complex technical information to senior managers
Skilled in specifying technical requirements and translating into a commercial format
Excellent negotiation and influencing skill, especially with contractors and external parties
Experience of delivering design, construction and installation projects
Experience of project management and working on multiple workstreams simultaneously in a time critical delivery environment.
Experience of managing budgets, finance and procurement of suppliers for projects.
Experience in analysing data (including technical and financial) and making recommendations to senior managers for decision making
Experience of dealing with political and sensitive stakeholders.
Experience identifying technical solutions to problems and managing them to completion.
