To manage the estimating function within the NW region and produce electrical estimates to suit business needs. Develop and support Estimating and Work-Winning Strategies to ensure the continued development and improvement of the regional business & support the development and growth of the national business. Always ensure Interserve match the capabilities of the wants and needs of its customers / clients thereby maximising the income potential to the business as a whole whilst ensuring the delivery of uniformity & excellence through Quality, Design, Estimating / Cost Planning, and Best Practice techniques and procedures.

Key Result Areas:

Participate in the production of annual regional targets, GAP forecasts and forward business work-winning and estimating plans to meet criteria for growth;
Development & Monitoring of Key Business Estimating Plans, and Annual Targets;
Monitor progress of achievement against Annual KPI targets and discuss continued betterment with National Estimating Manager and Regional Operations Manager;
Liaise with clients and supply chain in order to develop successful relationships and ‘Added-Value’ through continuous development, innovative, best practice techniques;
Effectively undertake Tender Enquiry activities in line with Company Processes, including commercial/technical aspects whilst maintaining non-collusive policy at all times;
Take responsibility to manage the Regional Estimating team ensuring key communication of progress and process at all times with the National Estimating Manager;
Ensure the Production of Effective Prime Cost Tenders in a timely manner to be submitted to the relevant Senior Management for Adjudication;
Ascertain the Risks present on each individual Project and record / manage through via the company Risk Register;
Provide Technical Guidance, Advice & Bid Support, and Cradle to Grave Approach;
Be aware & support Interserve’s Group criteria for growth, Inter-company Trading, DGT, Sector Developments, identify opportunities in support of Regional Targets.
Key Responsibilities to include (but not limited to):


Take receipt of Tender Enquiries and set to work with the Estimating Staff the bid process ensuring clear programme and the tender process (cost plan or full measured estimate) have been understood by the team;
Review all Tender Enquiries to establish the level of resource needed to facilitate the completion of the bid and discuss accordingly with the Bid Management Team;
Undertake design as required to enable prime cost tender to be produced, with support as agreed;
Compile a tender timeline programme to monitor progress and ensure key milestones are achieved;
Ensure Commercial assistance is sought on each Project and any issues clearly identified at the adjudication and / or in the Bid Submittal.
Chair or take lead role in the Strategy Meeting to be held early within each Project management & liaison with external design consultant or estimating resource that may be required, assisting with agreement on terms of engagement of external resource (but not appointment of – this will be carried out by the National Design Manager in conjunction with the Pre-Construction Manager);
Ensure Site Surveys to establish / reinforce project details are undertaken with cognizance of any Health & Safety issues that may exist;
Produce and submit concise package enquiries to the market place enabling their quotations to be received and analysed in a timely manner to suit the bid timeline programme;
Ensure clear and precise tender measures are carried out and entered into the computer estimating programme (Estimation) and along with the Quoted prices present to the Senior Management in the Tender Adjudication a Suite of Documents (Excel) identifying all decisions taken during the bid such as chosen supplier and better buying levels taken;
Upon the finalisation of Adjudication and Settlement adjustments relay the detail to the team and provide clarification of our bid within the overall submitted offer;
Respond effectively and attend all necessary meetings both internal and external to support the Bid Team during and post tender submittal;
Upon the success of the bid provide the effective handover of the Estimate to the Regional Manager or designate;
To ensure submissions remain ahead of competitors, developing winning proposals that balance client needs; legal, commercial and operational risk and target margins;
Collate, Evaluate and Monitor Competitor Information, within Confidentiality Guidelines. Providing Guidance and Information on Pricing back to Estimating;
At Preferred Bidder Stage, continue to Support the Lead Negotiator; Assisting with Compilation of all Necessary Tender/Bid Information and Developing a Detailed knowledge of the Issues Involved;
Ensure that Good Practice and Legal Compliance are maintained;
Support the management in the implementation of the company’s BS EN ISO 9001 Quality Management & 14001 Environmental Procedures, ensuring consistency of approach across Regional Businesses.
Internal/External Relationships
Promote positive communication with Clients and all members of the Professional Team;
Continue seamless relations with the Purchasing and Operational staff while maintaining close and affective process with both Design and Estimating Colleagues.
Develop relationships and deliver targets against Inter-company Group Opportunities;
Introduce and establish relationships with local supply chain partners in order to assist in maintaining the regional vendors list, including market testing of labour packages;
Review performance / process enhancements with Estimating members from other Regions via quarterly Departmental Meetings / Best Practice Workshops;
Ensure that QA procedures are properly followed with respect to all Estimating and work winning activities;
Work with Regional Business Development/Preconstruction Managers or designates to ensure that the Project Risk Management Control Procedures are fully assessed & managed;
Assist to identify marketing opportunities with new and existing clients through communication with the Professional Bid Teams and Supply Chain;
Attendance at monthly Business Development GAP Meetings, providing insight for regional Opportunities and updates on tender workload and the status of current tender opportunities.

Through encouragement and training, enhance the morale and efficiency of the team;
Hold regular team meetings to ensure technical, departmental and Group issues are communicated effectively;
Comment and review team members’ performance to head of Estimating for ongoing consideration for promotion proposals;
Assist in the Management of the recruitment of new team members, through agreement of the Regional Manager in conjunction with the National Estimating Manager / Strategic Development Director;
Monitor holiday and maintain day to day absence levels;
Produce timesheets to record task / project costs to submit on occasion for reimbursement under National Framework Contracts such as Healthcare Procure 22;
Prepare and discuss weekly workload forecasts with the National Estimating Manager;
Promoting the company in a professional and courteous manner.
Strong technical & engineering background, with experience of customer management, with strong inter-personal skills;
Proven track record as a Senior Estimator / Lead Estimator / Estimating Manager within regional / geographical office;
Good understanding and knowledge of Bid Management, quality systems and estimating work-winning procedures;
Excellent understanding and knowledge of pricing and operation of building services;
Able to present and discuss proposal negotiations with partners, clients and their representatives;
Must have the ability to self manage tasks & people to a tight deadlines, however contributing to a multi-disciplined regional & work-winning team;
Excellent knowledge of Mechanical & Electrical Services Design & Cost elements; 
Well developed commercial and presentation skills;
People management skills essential;
Good computer skills, working knowledge of the Microsoft suite of products (Estimation Packages, Excel, Word);
Excellent analytic, numeric, literacy skills;
Minimum of HNC Qualification.
